Njoku Emmanuel is the Director of Democracy and Governance at Connected Development,
with 15years experience on advocacy campaigns on Electoral reforms, civic education,
Constitution amendments and policy reforms targeted at youth participation, gender
inclusion, access for people with Disabilities’ participation in electoral process and
governance. He leads the organizations’ engagements with Nigeria’s Election Management
Body, civil society organizations, International Partners, the media and all other election
stakeholders.
In his passion at promoting and ensuring electoral inclusion, integrity and accountability,
Emmanuel worked closely with key election stakeholders to inform the development of
Independent National Electoral Commission’s (INEC) Youth Engagement Strategy (YES),
Gender Policy, and People with Disability Framework on Access. He actively participated in
all the electoral reforms in the last decade, that birthed the 2022 Nigeria Electoral Act.
Emmanuel leads Connected Developments’ election observation deployments and missions
in Nigeria and abroad. He led CODE Election Observation mission to both 2013 and 2022
Kenya general elections, and 2016 USA Presidential Election in Colorado. In Nigeria, he has
consistently observed Nigeria’s general election and off-cycle elections since 2011 till date.
Emmanuel has his first degree in Sociology and Anthropology, and an M.Sc. Political Science
(Public Policy Analysis).
